Frank E. Thompson

Frank E. Thompson, Jr. is the Co-Founder and CEO of BHTJ
Consulting, LLC, a firm that empowers organizations by providing
capacity building and leadership development support. Previously
he was Deputy Directors and Interim Director of Health for the
Kansas City (MO) Health Department (KCHD). Frank holds a BA
from Amherst College and an MS in Public Health from the
University of Massachusetts – Amherst. Prior to being promoted to
Deputy Director at KCHD, his duties as the Manager of HIV Services included oversight of 10 federal, state and local HIV-related (prevention and care) funding streams totaling over $8 million per year. His prior HIV experience spans thirty years and includes developing youth HIV peer education programming (1992-1993), serving on the Missouri HIV State of Emergency Task Force (2000-2001), staffing the Kansas City (MO) Ryan White Task Force (2001) and serving on the Kansas City Ryan White
Planning Council (2001-2002).

Early projects with KCHD included completion of the first Minority Health Indicators Report (2000). He played a lead role in KCHD’s state and national accreditation efforts. Under his leadership, the KCHD HIV Services Program participated in several national initiatives/grants focused on improvement of HIV programming.


Within KCHD, he provided leadership for implementation of the Kansas City Health Commission (2001), and the KCHD Office of Strategic Management (subsequently called the Division of Community Engagement, Policy and Accountability). Frank also serves or has served on the Board of Directors for several local non-profit agencies and
multiple state or national advisory groups.
